Performance Pay - Group Incentive Program
Guidelines
The
Group Incentive Plan will reward teachers for improved student
performance; enhance cooperation and collegiality; and promote
positive school and community relations.
A.
Participation in the Group Incentive Component
Participation is open to:
- All certified teachers including
those working in special areas (i.e., coordinators, BRTs, etc.).
- Part-time teachers will be
compensated on a pro rata basis determined by the FTE % of their
teaching contract.
- Teachers contracted for less than
a full contract (185 days) will be eligible to participate, on a
pro rata basis, in that year's plan.
- Participation is voluntary and
will not be reflected in a teacher's evaluation.
- Teachers will participate in only
one incentive plan.
B. Groups
- A group is defined as teachers
within a school or as cross-school teams of teachers with
similar teaching responsibilities. There will be only one Group
Incentive Plan for each school. The Group Incentive Plan may
include multiple components to integrate the contributions of
classroom teachers, specials teachers, support services, etc.
C. The Group
Incentive Plan Proposal
Proposals submitted through the Group Incentive Component must
have goals which meet all of the following criteria:
- Goals will be designed to improve
student performance "above the local standard" of the
target group.
- Student benefits should be clearly
stated in the goal(s) and objectives of the Plan, and measured
by the assessments selected. The goal(s), objectives, and
assessment(s) should be chosen so the amount of student growth
can be demonstrated and documented. The benefits to students
from the Plan should be a direct result of the activities
chosen.
- Goals are teacher designed,
student focused, linked to school and/or district objectives and
reflect the district's core values.
It is required that the proposed Group Incentive Plan have
community and administrative support. Normally, this will be
shown by letters of support from the Building Accountability
Committee or Site Council, and principal. The Group Incentive
Board recommends informing your community as broadly as possible
about the proposed plan; however, an opportunity for public
input is not required, just suggested. The Group Incentive Board
believes that broad community buy-in to the plan is very
important to the future success of the program, but each group
may determine its own method of sharing information about the
plan with its community.
- Only one proposal per school/group
can be submitted.
- Group Incentive Board approval is
required in advance of the implementation of any Group Incentive
Plan.
D. Assessment and
Measurement of Group Incentive Plan
- Assessments and Measurements will
comply with District guidelines.
- The goal(s) and objectives of the
Plan need to be clearly measurable.
- Site developed assessments need to
be submitted with the initial proposal. (This includes surveys,
checklists, rubrics, questionnaires, exemplars, etc.)
E. Final Report
- A final report will be required at
the conclusion of your plan. The Final Report forms will be sent
to each school in March or April, of 2001.
- The final report will include a
restatement of goals and objectives, the activities carried out
pursuant to the Plan, and the means through which student
progress was assessed. Data should be presented in an abridged
form accompanied by an analysis of the data indicating what
results were achieved, what was learned, and what changes will
be made in the future if the Plan is to become ongoing.
F. Group Incentive
Plan Compensation
- Members of a group successfully
completing a Group Incentive Plan will be compensated in a
lump-sum payment at the end of the school year.
- The total funds allocated to the
Group Incentive Component will be divided by the number of
teachers who successfully complete their plan.
G. The Group
Incentive Board
The Group Incentive Component is governed by the Group Incentive
Board. Responsibilities include the following:
- Review group proposals to ensure
that they meet the designated criteria.
- Provide feedback on proposals and
final reports.
- Validate each group's progress and
goal completion.
- Promote communications between
each group, the school district, and the public.
- Work with Human Resources to
maintain necessary records and accounting as required by the
Board of Education, the Douglas County Federation of Teachers or
any other pertinent governing agency.
- Develop, evaluate, and adjust
Group Incentive Board's policies, practices and timelines as
needed.
- Evaluate the Group Incentive
Component annually and recommend to the Board of Education and
the Douglas County Federation of Teachers changes needed for
improvement.
The Group
Incentive Component is governed by the Group Incentive Board. The
Group Incentive Board is made up of eight members:
- Five teachers, representative of
all levels, appointed by the Union.
- Three District appointees
including one community member.
Length of terms:
- All members serve two year terms,
arranged such that half of the Group Incentive Board's
membership has terms expiring in any given year.
Compensation of
Group Incentive Board Members:
- To be included on responsibility
pay schedule.
