It's time to begin the process for the 2000-2001 Group Incentive Program! Please review the attached documents carefully; they describe how the program operates and the requirements that schools or groups need to meet. This memo is being sent to DCFT building stewards, principals, and Group Incentive Plan contacts - please share it with anyone else at your location who needs information on the Group Incentive Program. Questions may be directed to members of the Group Incentive Board:

The description of the Group Incentive Component of the Performance Pay Plan is attached.

If you have teachers working at your location who are assigned to more than one location: They may choose one of these options:

  1. Participate in one building's Group Incentive Plan. They will be expected to perform the same work as other teachers in your building, and they will receive the same pay as if they had been assigned to your building for their entire contract.
  2. Participate in a cross-school team of teachers with similar responsibilities. In this case, the group of teachers will be submitting their own Group Incentive Plan, which will define the work they will perform.
  3. As for other teachers, participation in the Group Incentive Program is optional; they may elect not to participate.

If you have part-time teachers: They should be aware that they will only receive a pro-rated compensation, based on their percentage of contract. You should keep that in mind when assigning them work in your Plan - it's reasonable for them to participate in the work at a similar ratio.

Plans That Continue Year-to-Year: (See Example)

It is possible to continue a Group Incentive Plan from one year to another. Multi-year plans should meet the following criteria:

  1. A non-binding commitment to a multi-year plan is made during the first year that a particular plan is adopted. This can be done in the initial proposal, or added as a part of the year-end report.
  2. When the second [or third] year's plan is developed, it is based on the results of the post assessment data from the previous year. Goals must be designed to increase student performance beyond the previous year's outcome level.
  3. The second or third year goal must be set more rigorous than the benchmarks of the previous year. Along with a more rigorous goal, the plan should include significant new student centered activities that will enhance the previous year's plan. [not a copy of the previous year's plan with a couple new activities].
  4. A particular plan may not cover more than three years.

Plan Forms:

The cover page must be completed and attached to the front of your Plan. Be sure that the six proposal components and two attachments are clearly addressed. It is the Site Implementation Committee's responsibility to monitor which teachers complete the plan. The list of teachers at the end of the process needs to be verified by building administration, but need not be attached to the final report.

Submitting Your Proposal:

Please make note of the deadlines on the timeline for the 1999-2000 school year. In particular, your original proposal needs to be submitted to the Group Incentive Board [through the Human Resources Office] no later than 4:00 p.m. on:

Friday, May 28 [Conventional calendar schools / teachers]
Friday, June 25 [Year-round schools / teachers]

When submitting your proposal, please give us an original and two copies [total of three copies]. Please number the pages. Make sure your school name and "Group Incentive Plan" appear on all communications.
